My hon. Friend is making a powerful speech about the power of rugby league to change our communities. Farnley Falcons in my constituency was founded in 2005 by volunteers, and it has gone from strength to strength. As a result of fostering community spirit, they now have record numbers of boys and girls playing rugby league in Leeds South West and Morley. I was so pleased to be able to secure funding, alongside the Leeds Rhinos foundation, for them to renovate and build a new clubhouse. Will my hon. Friend join me in paying tribute not only to Farnley Falcons, but to community clubs everywhere that foster that spirit?

I am very grateful to the Minister for giving way. The Low Pay Commission previously said that about 300,000 people are not being paid the minimum wage despite being on it—they are being underpaid. Will he update the House on the Government’s progress to ensure that all people on the minimum wage are paid the minimum wage?

The Bill is designed specifically to revive our high streets. The hon. Gentleman will remember, because his party was in government at the time, that our high streets were struggling and suffocating, and it is incumbent on this new Government to revive them. That is why it is so important for us to pass the Bill today. [Interruption.] The hon. Gentleman mentioned manufacturing, and his hon. Friend the Member for Broadland and Fakenham (Jerome Mayhew) chirps from a sedentary position— [Interruption.] I mean “chunters”. I think it important to recognise that the Government are supporting manufacturing too. There are other mechanisms for doing that, but the Bill we are pursuing today, and passing today, is all about supporting our high streets, and I am very proud to support it. Queen Street is in Morley, in the centre of my constituency. You are welcome to visit it any time, Madam Deputy Speaker. There is a lot on offer, almost of all of which comes directly from small businesses. The Lords amendments to which I have referred do not prioritise them; nor do they prioritise the smaller parades of shops in Farnley, Drighlington, Gildersome and Wortley, and they do nothing for the shops and businesses in Ardsley, Tingley, Robin Hood and Lofthouse. That is why I cannot support them. I back the businesses in Morley high street, along with all the other small businesses that I represent. Lords amendments 15,17,18 and 19 would, in effect, reintroduce the tax break for private schools. We have had this argument about private schools at the general election, in the House, in Bill Committees and again today, but as a former maths teacher at a state school in Leeds, I am more than happy to cover old ground to reinforce my own argument. The proposed amendments seek to remove an integral part of the Bill that generates the revenue that we need to support our plans in government. I will make no apologies for supporting the 94% of children who attend state schools. We all—and I include everyone in the House—want children to have the best opportunities in life, with the highest-quality teaching and schools to match. It should be a basic function of the state to provide well-funded, excellent state school places for all students, whether their parents choose to take advantage of that or not. On the Labour Benches, as we have proven over recent months, we are prepared to take the action necessary to ensure that all children can access through the state the education they deserve. The £70 million raised by the measure in the Bill, alongside the other revenue-raising measures we have taken in the Budget, will result and do result in a real-terms increase in per pupil funding for the 94% who attend our state schools. I am very proud to support that. We will never make any apologies for properly funding state schools by ending the tax breaks that were previously enjoyed by private institutions. That is why I will not be voting for the amendments. To conclude, I am pleased to support the Bill in its current, unamended form. I will support our high streets. It will give confidence to small businesses and it will give state schools the funding they desperately need.

Does the hon. Lady not accept that this Government won an election on the basis of a promise that we would introduce VAT on private school fees, so it is incumbent on us to deliver that manifesto pledge?

The hon. Member has been very generous with her time. On the points that she made about funds for state schools and about the other difficult decisions that this Government have had to make, does she not accept that when we came to power, we found an economy that had been absolutely ruined by the Conservative party? We found every Department in reserves and a £22 billion black hole that had to be filled, because we are the party of economic responsibility.

The Bill is necessary to support our high streets. It strikes a fairer balance between small businesses and large, and I am pleased to have contributed during most stages of its progress. I rise to address some of the amendments put forward by the other place, which would reduce the effectiveness of the Bill. Amendments 2, 5, 8 and 11 seek to exempt anchor stores from the higher multipliers, thus reducing the revenue raised by the Bill overall. By reducing that revenue, the amendments reduce the support available to smaller retail, hospitality and leisure businesses, when providing that support is the entire purpose of this legislation. I also fear that the definition of an anchor store could create problems for our high streets and town centres. During the debate in the other place it was said that the Treasury could decide what constituted an anchor store, but it was also admitted that it would be a difficult term to define. It is not uncommon, and not untrue, to say that several shops in a high street can indeed lay claim to that title, and I foresee difficulties in this regard if the amendment is passed. It is also true that anchor stores are often the largest stores in town, usually part of a big chain, supermarkets being an obvious example. The effect of this amendment would be to exempt those larger businesses from the higher multiplier, again reducing the support available to smaller businesses. The entire purpose of the Bill is to support our smaller retail, leisure and hospitality businesses, paid for by that higher multiplier on larger businesses. Unlike the Opposition, we like to ensure that our numbers add up.

I am incredibly grateful to the hon. Lady for giving way again. The simple fact is that we have the electoral system we have, and it is incumbent on whomever wins a majority to deliver their manifesto pledges to govern the country. She may take issue with the electoral system, but it is the one that we have, and we must deliver our manifesto pledges.

Veterans have already been mentioned by my hon. Friend the Member for Doncaster East and the Isle of Axholme (Lee Pitcher). Would my hon. Friend join me in paying tribute to Veterans In Need Together? He talks about organisations that support men. That organisation supports men every Wednesday at Morley fire station without fail and offers support to those who need it.

I thank the Minister for that answer. I was proud to vote for the £22.6 billion increase in NHS spending, which means that we are getting 2 million more appointments seven months early and that waiting lists are coming down. Of course, there is still a long way to go and the British public deserve to know that every penny of that extra investment is being spent as efficiently as possible. Will the Minister update the House on what the Government’s plans are to reform the NHS to ensure that every single penny is spent wisely?

I welcome the action that the Minister is taking to combat Iranian state threats on our streets. He said in his statement that there was a long-standing pattern of targeting Jewish and Israeli people by the Iranian intelligence services. Although that is certainly no secret, it is still very concerning for the community involved. I absolutely welcome what he said about maintaining funding for protective security measures around synagogues, community centres and schools, but given the seriousness of the situation, will he set out in more detail how the Government will protect the Jewish community in the UK from those and other threats?

Today I spoke with Chloe Cheung, the youngest person to be sanctioned under the national security law. I know that she will be pleased to have been at least referenced by Members on both sides of the House. Chloe conveyed to me the anxieties and concerns of the Leeds Hong Kong community, which were not new to me, given the conversations that I have been having with that community, who form a substantial part of my constituency. I understand that the Minister cannot comment on specific cases, so I have two general questions. First, can the Government give a cast-iron guarantee that any future trade deals with China will not compromise the protections that we have offered Hongkongers living in the UK? My second question is about MI5. Will the Government consider facilitating a meeting between MI5 and those Hongkongers who have had a bounty put on their head as a result of the national security law, to ensure that robust protections are in place for those who have been sanctioned?

It is clear through his actions over the last few days—and, indeed, from the questions asked across the House today —that the Prime Minister has restored Britain’s place on the world stage. As a patriot, I thank him for that. It is also clear just how hard he is working to ensure that there is sustainable and lasting peace in Ukraine. I still find myself speaking to individuals—I believe they are a minority—who question why we are still sending money to Ukraine and why it is not being spent on Britain. Please can the Prime Minister say what he would tell them about why it is in Britain’s direct national interest to ensure that Ukraine wins this peace from a position of strength?

Thank you, Madam Deputy Speaker. We know that mass transit systems have enormous benefits for local economies. In Nottingham, a tram line was able to generate £100 million in investment for local businesses. That is why I am so pleased that the Government have indicated their support for a mass transit system in West Yorkshire and in Leeds, because we have been waiting far too long for one. Will the Leader of the House grant a debate in Government time on the urgent need to get that mass transit system built so that we can have investment in our businesses and benefit from economic growth across our region?

Does the hon. Gentleman not accept that the Government have said that they will bring the full details of the deal to the House for discussion and consideration, and that that will include the cost? Does he also not accept that the deal is with President Trump’s team, and that it is right that our US allies consider the details of the deal before they come to the same conclusion as the previous Administration?

The Prime Minister is absolutely right to say that NATO is the bedrock on which we found our alliance. He is absolutely right to say that we can only achieve peace through strength, and he is absolutely right to cut the foreign development budget to pay for a £13.4 billion increase in defence spending. It is a difficult decision, but there is nothing more important than the defence and security of the British people. What conversations has the Prime Minister had or does he hope to have with our European allies about their defence spending? Does he hope to see increases across the continent in the future?

My hon. Friend is making a powerful case to underscore his claim to be called Mr Doncaster Airport. As chair of the all-party parliamentary group for Yorkshire and northern Lincolnshire, I support any move that leads to greater growth across our entire region. Does he agree that we need to not just seize opportunities such as this but accelerate the delivery of them, so that everyone in our region can feel the benefits of economic growth?

I start by commending the people of Ukraine for resisting the murderous dictator Vladimir Putin for as long as they have. They are heroes. Almost every Member of this House knows that, if we fold in our support of Ukraine now and give Russia what it wants, Vladimir Putin will only come back for more. Our national security is at stake. Does the Foreign Secretary agree that it is in everyone’s interests—Britain’s, Europe’s and America’s—to ensure that any potential peace deal includes Ukraine at the table?

Hostile states are using unknowing security officials here in the UK to undermine our national security and conceal their activities, and the director general of MI5 has said that Russia and Iran are increasingly using this tactic. I welcome the Home Office guidance that allows security organisations to carry out effective due diligence, but what else is the Department doing, with the security industry, to ensure that our country is protected from these hostile state threats?

I welcome the introduction of free breakfast clubs for all primary schools, including Robin Hood primary school in Leeds South West and Morley. Such clubs provide £450 of savings to parents and extra childcare, and we know that children should not have to start the day hungry. What can the Secretary of State tell the primary schools in my constituency about the full roll-out? When can they expect to see breakfast clubs in their schools?

A couple of weeks ago at my surgery in Wortley, I met a resident who had been waiting 26 weeks for a hip operation. Sadly, he had just found out that he had at least another 40 weeks to wait. During our meeting, it was clear that he was in pain. He was on strong medication, but his eyes watered every time he made any sort of movement that involved his hip. I am proud to be part of a Government who have put so much money into the NHS to bring waiting lists down, but given my constituent’s situation, and that of many people like him, please can we have a debate in Government time on the urgent need to spend that money and get waiting lists down as quickly as possible?

I welcome the statement that any negotiations about Ukraine must involve Ukraine. In that spirit, has the Minister or any of her colleagues had conversations with their counterparts in Ukraine following the recent developments to find out how they are feeling? If not, do they plan to soon?
