    I will call Mr Richard Holden to move the motion and I will then call the Minister to respond to the debate. There will not be an opportunity for the Member in charge to wind up, as is the convention normally for 30-minute debates. However, we have one or two other Members present who may wish to intervene. It is obviously down to Mr Holden to determine who may or may not intervene on him, if he has not been given prior notice.

    Before I call the next speaker, everybody can see the number of Members present, and quite a number have indicated that they wish to speak. We are fairly limited, as we have only half an hour for wind-ups at the end and the right of reply for Jess Asato. I ask Members to keep their comments to about two minutes, then everybody will get in. Where possible, I ask that you try to resist the urge to intervene too often because that takes time away from others and we have to finish on the dot at 4 o’clock. I remind Members that they should bob if they wish to be called.

    The number of Members wishing to speak has dwindled slightly since the Division, so I will relax the time limit from five to six minutes to more like seven to eight minutes. Members will have a bit longer. I know that does not help those who have already spoken, but they spoke before the vote.

Before we move on to the Front-Bench contributions, may I remind some of the newer Members, who have been saying “you” or referring to other Members by name, that the convention is to refer either to the office that a Member holds, such as Prime Minister, or to the seat that they represent?
