    My right hon. Friend is absolutely right, and it is always good to have a mention of Bagehot in any constitutional debate. Bagehot draws the distinction between the dignified and the efficient parts of the constitution, but I thought that my right hon. Friend was making an argument that the House of Lords is no less an efficient part of the constitution, because of the effective way in which it scrutinises legislation and, in particular, in which the hereditaries play their role within the House. In a sense, would he not improve on Bagehot’s distinction by blending the two a little in the case of the House of Lords, which he is so ably defending? Does he share my view that, if the Labour party is preparing to nominate vast numbers of its own life peers, it might consider the question of whether they should make a commitment to attend the House for any period of time, rather than just taking the honour and absconding?

    I apologise if I was hypnotised by your gaze, Mr Speaker. I worry about the Government’s grip on strategy all together. First, they have given away the Chagos islands before the strategic defence review. Now they are putting at risk the global combat air programme by including it within the SDR. Is the Minister aware of the extreme efforts that our partners in Italy and Japan, visited by the Defence Committee in the last Parliament, have made to discharge their side of the bargain—in Japan’s case for the first time since the second world war in international procurement outside the USA? What measures is he taking to reassure them about the centrality and importance of the programme?

    I would add one thing to what the shadow Secretary of State is brilliantly saying: this is a matter for farmers in Herefordshire as much as for those elsewhere. Ross-on-Wye, a rural town, was under water as a result of the floods. Does he share my view that the whole ecosystem ultimately feeds into the river, and into river pollution, on which he took such a lead with the action plan? Does he share my hope that the plan will be supported by the new Government, as well as by the river champion that he put in place?

    Can the Secretary of State give me some comfort that the money that was allocated for the action plan for the River Wye will be retained, even if not necessarily for the purposes that it was created for? Will he also reappoint the current champion for the river who has so far done excellent work?

    I am delighted to hear the right hon. Lady talk about engines of growth and opportunity, because that is exactly what universities are when they are well run. In my county we have a new university, the New Model Institute for Technology and Engineering, which is doing exactly that, and offering incredible opportunities for young people to do a masters programme in three years, and then, as we are seeing with the new cohort, to go into companies as good as BAE Systems, Kier, Balfour Beatty, the Atomic Weapons Establishment and others. That work has been assisted by the Office for Students, which granted new degree-awarding powers. Does the right hon. Lady share my view that this is a deeply worthwhile enterprise that could be replicated around the country, and will she come and visit herself?

    I congratulate the Secretary of State on her recent reappointment, and also on her dancing skills. The stronger towns fund has been extremely successful in Hereford, and the question has arisen as to whether any of the funds that may be within that scheme and have not been used elsewhere could be redeployed. May I invite the Secretary of State and her team to consider whether that might be possible and, potentially, put in a bid? That would pour important new life into a scheme that is already going incredibly well.
