I spent about 14 months in this place asking the former Government about water management, but I was always on a hiding to nothing. Does my hon. Friend recognise that the farmers in my constituency have a lot of expertise in water management and land management? Will he tell us how the Budget supports farmers to bring that expertise to the fore and work in partnership with us to manage that land and water?

West Lancashire is rich in small and medium-sized enterprises and boasts several markets, but local business owners and market traders tell me that a lack of access to cash banking services is a major obstacle to growing their businesses and is placing additional costs on trading. How are the Government planning to support SMEs’ access to cash banking services, especially in rural areas?

I thank the Minister for giving way. This is an issue that has not been raised enough today: the previous Government’s SEND and alternative provision improvement plan, published just last year, contained no specific proposals for rural communities such as mine. Can the Minister confirm that the Labour Government will consider the specific needs, particularly around access, for SEND pupils in rural areas?

Q9. I welcome this week’s news of the changes that the Government plan on Ofsted, including the removal of single-word judgments. This is great news for headteachers in West Lancashire who have raised the issue with me along with other issues about Ofsted, and for parents, who will have more transparency on the performance of schools. How does the Prime Minister see those changes developing a more positive relationship between Ofsted, Government and schools, and improving standards so that all our young people thrive?
