    It was great to welcome my right hon. Friend to the Farnborough airshow, and it is great to have him at the Dispatch Box today. Our adversaries in China and Russia are mobilising their financial markets to sustain military aggression. We have seen the industrial ramp-up that has been needed for Ukraine to fight. The Prime Minister confirmed to me last week that the Government are looking at the multilateral Defence, Security and Resilience Bank, which our allies have brought together to mobilise the finance to rearm. The Secretary of State and I have talked about this a lot previously, but does he agree that we need to build the financial resilience to deter, and taking the opportunity to join the Defence, Security and Resilience Bank would send a powerful signal to our adversaries that we have the financial firepower to outbuild and outlast them?

    It is never too late to make sure that a decision is the right one, but I am pleased to hear the Secretary of State recognise the challenge that this pause presents to local councils such as my district council, Rushmoor borough council, which has worked so hard to deliver local government reorganisation in our community. However, it also has an impact on businesses, schools and community organisations across Aldershot and Farnborough, which have spent months committing time and energy to preparing for this reorganisation on the basis of the Government’s decision. Does the Secretary of State recognise how frustrating it is for them to have that certainty pulled away, and has the Department considered the cost and disruption that this decision will cause beyond local councils themselves?

    This summer I had great conversations with the latest cohort of work experience students from Farnborough sixth form college, who came to spend time in my office. They all agreed that their citizenship education from the various local secondary schools they had attended was a bit hit and miss in terms of what they had been taught about how democracy works, and how they can participate in it. Does the Minister agree that if we want more young people to engage with our democracy, we must give them the knowledge and confidence to do so? What more can the Government do to ensure that young people leave school understanding how they can make their voices heard?

    As the MP for Aldershot, I was really pleased to hear that the Prime Minister has held bilateral talks with Prime Ministers Carney and Frieden, who are leading the founding of the Defence, Security and Resilience Bank. For the past 18 months, I have pushed for the UK to join this multilateral bank, because I believe that we must work internationally to fund defence. Will the Prime Minister commit the UK to standing with our allies and joining this world bank for defence? It could unlock millions in investment for our British defence industry.

    The debate about percentages of GDP is slightly irrelevant, because even if defence spending were raised to 3%, we have no ability to spend that money within the industrial base, as we do not have the capacity. Does my hon. Friend agree that we need to look at a much more innovative approach to some of these things, with multilateral options? I have been campaigning for the UK to join the Defence, Security and Resilience Bank for over a year.

    This weekend we had the pleasure of hosting the Nepal cup in Aldershot—a celebration of the Brigade of Gurkhas. Talking to some of the Gurkha veterans there, and hearing of their experiences, again underlined the urgent need for a resolution of long-standing issues such as Gurkha pensions. I pay tribute to the new Minister for Veterans and People for the progress that has been made, and I thank him for working with me to engage directly with Gurkha veterans and ensure that they feel heard. Will the Secretary of State explain how he will build on that work so that those veterans receive the support and recognition they deserve?
